Redpath Mongolia LLC has an opening for an HSE Manager to join their dynamic team at the Oyu Tolgoi Project in Mongolia.  The site is situated in Southern Mongolia in the heart of the Gobi Desert flatlands.

Location: Oyu Tolgoi


Rotation: 6 weeks on, 3 weeks off *Due to current Covid-19 travel restrictions, the rotation is subject to change.  Current rotation for government-mandated quarantine is as follows: 2 weeks of quarantine on entry to Mongolia; 6 weeks of work inclusive of any Government-mandated quarantine when returning to home country; 3 weeks off.  Subject to change.


Shift Length: 12 hours

Compensation: Redpath offers a comprehensive wage and benefit package

Travel: Flights provided from point of hire to job site

Job Description:

  • The HSE Manager is required to provide solid senior leadership and as the most senior level Dayan HSE representative at the project. The incumbent is responsible for supporting Line Management in executing the HSE plan to achieve Zero Harm.
  • The HSE Manager is responsible for leading and managing all aspect of the HSE function within the Contract. This role requires the individual to administer the client HSE Systems, and to develop additional safety management systems to achieve a zero harm environment. This position requires the individual to maintain positive relationships between management and the client. A core function of this role is to develop the Manager’s national safety team on site.
  • The role requires someone who understands business processes and is able to align key business strategies and drivers within the companies. Further, this role requires someone who can challenge the status-quo, adept at finding ways to incorporate HSE solutions to enable solid business decisions.
  • In addition to remaining current with all applicable laws and regulations of the country of assignment, this role requires the individual to adhere to and enforce all established company and client guidelines, policies, procedures and processes. Liaison and working with people from diverse backgrounds and cultures is crucial to the success of this position.

 

Roles and Responsibilities:

 

General:

  • Responsible for the management of the Dayan HSE Department at a Mine and the optimization of the HSE through the design, implementation, evaluation, coordination and management of the HSE systems, as well as for ensuring statutory compliance
  • continually reviewing programs and implementing adjustments to ensure alignment with developments on the mine, in industry and Safety standards
  • Utilize data from safety programs by analyzing trends, and interpreting results to drive future safety planning and focus.  
  • Work with Line Management to ensure site risk assessment tools and Incident investigations are completed to high standard and recommended corrective actions are implemented mine wide
  • Effectively manage people, ensuring that roles are well defined and clarified and that competencies and learning paths are developed to human capacity and capability. Development of the national workforce is a priority for the role. Deliver HSE services to ensure DAYAN delivers on commercial and contractual obligations to the client.
  • Provide leadership, coaching and support to the HR department, managers and supervisors on all aspects of HSE issues. Demonstrated skills in developing robust policies and procedures
  • Able to develop cooperative solutions

  • Having the authority and responsibility to maintain a safe and efficient working environment.
  • Follow Company and Oyu Tolgoi’s site health and safety standards and report any unsafe acts or conditions
  • Responsible to ensure the proper use and maintenance of Personal Protective Equipment.
  • Comply with Oyu Tolgoi’s Critical Risk Management (CRM) requirements.

 

Required Skills and Qualifications:

 

  • ​​​​A diploma or degree from a recognized College/University in Health and Safety or equivalent
  • 10-15 years’ progressive experience in a HSE Role with experience working in a complex underground mining environment
  • Minimum of 5 years related HSE experience at the managerial level
  • Professional knowledge of Safety aspects with experience in integrated HSE management systems in a complex mining environment
  • Demonstrated experience leading staff and coordinating associated activities
  • International experience preferred
  • Ability to instruct, direct, and delegate as required
  • Ability to apply laws, regulations and principles of equal employment opportunity to personnel situations
  • Analyze problems, determine approach, compile data and prepare recommendations
  • Interact effectively with team members at all levels
  • Ability to use diplomacy, discretion and maturity in dealing with sensitive personnel issues
  • Excellent written and verbal communication skills, outstanding interpersonal, relationship building and problem-solving skills

  • Ability to utilize Microsoft Office at an intermediate level
